Channel 16 is always the "hailing channel", and any port authority will answer on that channel, then direct you to a working channel.
Some may have their own preferred channels, listed in the local sailing notes or a publication such as Reed's.
Many VHF sets sold in Europe also have a preset option to select "Channel M" or "M2" - although these assignments were only valid in the UK, last time I checked.

I have had a look for the VHF allocation of Marine Band Channels and the info is pretty well hidden away. For normal communication use 16 for hailing a vessel or harbour master. They will give you information and a channel to switch to.
Where I work we use 10 as our normal working channel but it gets pretty busy at times.

Hi..With any VHF radio, you should always have it on 'Ch 16'.
With this channel you can contact the coastguard, harbour master, most people in ports and harbours.
If then you call who you require, then they will normally ask you to go to a designated channel to continue your call and request.
Hope this helps.

all uk ports transmit and receive on channel 16. they will then
direct you to working channel. the coastguard will announce the
forecast on 16 advising the channel to be used for transmission
of forecast.
