I was just watching Open Water 2 : adrift and wat happend was the characters were on a yacht and when they all jumped in they forgot to put down the latter. Isnt there a way to put down the latter from the outside of the boat?

Well who swims - or just sails without a trailed line over the back anyway???

Even a manual ladder needs to be secured so it won't just fall down underway, so one may not be able to pull it down from the water. The ease or difficulty of getting back on board can vary with the yacht design. My boat has a walk out transom which would make it very easy to get back on board.
There is a true story of a yacht found floating in the Med, with nobody on board and the most likely theory is the same as the premise of this story.

since it was an electric ladder with the switch on deck there was no way to lower it from the water. the sides of the sailboat were too tall to climb up from the water.
the designer assumed that the skipper or crew would lower the ladder before going swimming.
it would have been a god safety feature to have a waterproof switch near the water that could be activated in an emergency.
