since 1974, all boats sold in USA under 20ft require a capacity plate indicating the maximum number of passengers and engine size. If your boat is older than 1974 or missing the plate, contact the manufacturer or check a similar boat model.

first thing is you wouldn't be taking a 12 foot long dinghy out to sea. May on river, creek. or maybe a inlet from the ocean. You shouldn't need a licence. however, this can depend on how many knots (kms or miles) per hour the dinghy can do. So if you have an aluminium one it will go fast if you have a wooden boat is will be slower. You are probably allow to carry 3 passengers at the most.. and have all of the safety gear especially life jackets, ropes, torches, spare fuel., oars,,.etc..

Emergency only in any part of ocean.
Only slightly better than a raft.
Limitations are posted on capacity label in boat.

don't take it out of the bay. don't take it out on windy days. don't overload it. don't go too far. don't forget to bring along an alternate means of propulsion (i.e., paddles/oars).
